This shit is clearly a scam because
one: that email is literally never used in any of the official Paypal emails I recieve
Two: It’s a Twitter redirect link????????

So yeah, I almost believed this, until I saw the link didn’t actually take me to paypal.com. Be careful and do not believe this email when you get it
